Cant Download from steam

I understand game not released yet. But on website it says you can download the game on steam. After clicking play now I am unable to download. Why is this?

The reason you're currently unable to download the game is that it's entirely closed at the moment, and it will open as a closed beta on January 30th. To gain access during the closed beta, both obtaining a closed beta key and purchasing the game are required.

So if i understand you right you can buy beta when released on steam but your not guaranteed to get a key from buying beta right there...sounds odd...is this beta then an early access price buy that guarantees you wont have to buy again?
